He was born March 10, 1939, in Coshocton, son of the late Robert T. and Helen M. Eby Woodruff. He was the husband of Margaret Ford Woodruff of Brooksville, Florida.

Surviving, in addition to his wife, are two daughters, Wendy (Teddy) Martin of Woodbine, Maryland and Cheryl (Jeremy) Krug of Westminster, Maryland; two brothers, Philip Woodruff (Judy) of Columbus (formerly of Tiffin) and Robert Woodruff of North Carolina; a sister, Susan (Pete) Versage of New York, New York; and five grandchildren, Nick Phillips, Kayleigh Phillips, Emily Martin, Lydia Martin and Grant Martin.

Ted was a member of the marching band from 1957 through 1960. He played Trumpet.
